Capacity building, as we believe, is a change process that encompasses both individual and organizational learning. Individuals and communities are involved in this process, which includes a variety of learning styles that allow participants to develop and acquire knowledge, skills, experiences, and tools in order to improve their ability to intervene effectively, with the goal of transforming and improving themselves and the environment in which they work.
Includes the training and scholarship of researchers and teams required to design and engage in research, compose, and publish research findings, and influence policymakers, among other things.
The "rules of the game" can be altered over time by addressing incentive structures, political and regulatory contexts, and the resource base in which policymakers generate and use research.
Increases the ability of university research departments, think tanks, and other organizations to fund, administer, and sustain themselves.
